		<description><![CDATA[TIME, a few weeks ago, said the same. And I disagreed. If the schools do a bad job for 9 months, why do you  want to give them a perfect 12 months of doing a bad job? First,  they have to do a good job in the present structure.

		<description><![CDATA[I grew up in Chicago, and it has been common practice there, because of the public transportation, that students are allowed to go to whatever high school they choose.  Some high schools require a student to test in, some do it by lottery.  But any student can attend any high school.  It is all one BIG school district, but I went to school with classmates who took 2 buses and a train to get to my school...and they were the minorities often times.

Maybe in Missouri it is not as equitable to enroll this way because there is not as much public transportation, but I think the disadvantaged and the wealthy may benefit from the option.]]></description>
